| Tiivistelmä: | This article discusses the concept of co-management and power sharing between the State and a community of resource users, and comments on the existing research literature. It is argued that instead of focusing on the existing approach that concentrates on the structure of the management system of common-pool resources, an approach concentrating on the function should be used. The advantages of the new system are discussed. |
