| Tiivistelmä: | To establish the socialist market economy, the reform of the State-owned enterprises is an very important question. Because of the difficulties met by those State-owned enterprises, the government should adopt the following major policies to help those enterprises overcome their difficulties: 1) Strive to create an environment for fair competition on the market place; 2) Take into consideration the enterprises' capabilities when setting forth major reform measures; 3) Accelerate the reform of the social security system; 4) Start the trial run of the modern enterprise system reforms; 5) Resolutely tackle the issue of the flowing capital of the State-owned enterprises. |
