| Tiivistelmä: | The medium and small-sized state-owned enterprises should be reformed by means of leasing, share-holding system, merger , auction, transformation, Joint venture or bankruptcy. All the enterprises must be active in introducing foreign-invested projects through Joint venture, grafting or transferring property rights in order to transform them. In addition, enterprises need to be pushed to enter both domestic and world market. |
