| Tiivistelmä: | The reasons for the large and medium-sized state-owned enterprises being in a difficult position are as follows: 1.They have assumed non economic functions; 2. The relation: between reform and development have not been handled well; 3.The state macro control and readjustment ineffective. The short-term countermeasures to overcome the difficulties are: 1.helping enterprises lay down the burden of old debts; 2.encouraging enterprises to initiate the tertiary industry; 3.carrying out both macro and micro reform; 4.conducting technological transformation and development of new products; 5.supporting leading enterprises; 6.strengthening training of factory directors; 7. improving macro control and readjustment and shifting government's functions; et al. |
