| Tiivistelmä: | The 100 loss-making enterprises identified according to advisory diagnosis account for 47% of the budgetary industrial enterprises in Harbin city. The survey indicates that the issue of loss-making is a complex social problem. The reasons for it are as follows: 1. Enterprises are unable to develop the products which are well-lived by the masses (29%); 2. The funds for technological transformation have not been in the hands of enterprises (6%); 3. Projects have been established blindly (18%); 4. There is chaos in management (11%); 5. Fund rotation doesn't work (8%); 6. Consequences resulted from price hike (15%); 7. Losses have been made due to faults in policies. Most of the loss-making enterprises loaded with historical heavy burden lack vitality. |
