| Tiivistelmä: | Causes of chronic inefficiency of state enterprises don't lie in inseparation of governments and enterprises or the implicit property right, but in the breakage of the constraint link of the public property right and the too sprawling state-owned economy. Therefore , state-owned capital is to withdraw from competitive fields to make the scale of state-owned economy smaller and improve its efficiency of operation. However, state-owned capital must "withdraw" at the same speed as non-state-owned capital "enters", and conform to the formation of compensation function of society so as to avoid social disturbance. |
