| Tiivistelmä: | As to the operation and management of state-owned assets, neither the highly centralized agent model (that is the central government is the agent with fully responsibility for the operation and management of state-owned assets) nor the highly decentralized agent model (that is the local governments are the agents with fully responsibility for the operation and management of state-owned assets) is practical one. However the co-agents model with the central government as the first-class agent is not ideal either for the cost of the management of public assets will increase due to the trustier-agent relation added between the central and local governments. Therefore, the most suitable model with lower cost is that the central and local governments are both the first-class agents of state-owned assets. |
