| Tiivistelmä: | Regrouping property rights and debt transfer for are prerequisites of switch of the management mechanism of state- owned enterprises. Property rights of state enterprises can be regrouped in three ways: 1 introduction of capital; 2 transfer of property rights; 3 input participation. Debts of state enterprises can be transferred and regrouped also in three ways: 1 establishment of funds for debt transfer of state enterprises to pay insolvent debts of state enterprises; 2 transformation of their old debts to the bank into property rights being regrouped; 3 determination of prices of transfer of property rights according to the debt rate of assets and motivation of debt transfer by transfer of property rights. |
