| Tiivistelmä: | To perfect the operation and management mechanisms for maintaining and increasing the value of state-owned assets, we should practice "grade empower management" which means to grant management power respectively to the governments at every level as the first grade, to the administrative committees of state-owned assets as the second grade and state-owned enterprises as the third grade in order to define the subjects responsible for state-owned assets. Besides, we have to optimize the structure of property rights and establish inspiring and restraint mechanisms. We should also open assets market to enhance their efficiency of assets and strengthen the construction of legal system and the restraint mechanism for property nights. |
