| Tiivistelmä: | There are both objective necessity of existence of state- owned enterprises and the materials base for their high efficient operation. The key is how to dig their ability of such a kind. The method is to establish a manager-changing mechanism which can restrict both managers and the representatives of owners. The most simple, effective and safe method of selecting managers is to conduct merger, that is, allow the advanced enterprises to merge or take over the backward ones. The restriction of the representatives of owners should mainly depend on the mechanisms of bankruptcy and merger. |
