| Tiivistelmä: | The essence of state-owned enterprises' establishing modern enterprise system is as follows: 1. introducing limited liabilities system, realizing the pluralization of property rights and changing the pattern of "control and management by the government" through re-distribution and re-definition of the initial property rights; 2. making scarce resources concentrated in the hands of high-quality managerial personnel and enterprises managed and operated by entrepreneurs with single-hearted devotion; 3. establishing and perfecting management mechanism and power-restricting and balancing mechanism in order to solve the long-standing problem in the relationship between the managing and the managed in state-owned enterprises. Following the above three will possibly make the reform of state enterprises meet with success. |
