| Tiivistelmä: | The article holds that the essential problem of the reformation of economic system is to set up the market that may make the labour force and capital flow freely. But the difficult point is how to solve the problem about state enterprises' staff and workers flowing to the society and debts. Market economy and planned economy have completely different system of social guarantee. When staff and workers are come off from state enterprises to society and market, the government should give them sum of money as social guarantee according to centain standard. These sum of money will become the newly established fund in the beginning of the reformation of the system of social guarantee. The government should let financial organ clear up the debts between enterprises and banks by raising money. |
