| Tiivistelmä: | It is an objective law in the development of economy that the earning ratio of capital will drop while the earning ratio of human resources capital will go up. State-owned economy is unable to raise the organic composition of capital in accordance with objective requirement and is unable to lay off workers so as to raise efficiency. There are too many redundant staff, which leads to losses. It is necessary that 17,000,000 job offers should be increased annually. It's unrealistic to rely on government's investment to solve the problem. Therefore, we have to make great efforts to develop the tertiary industry as well as small and medium-sized enterprises in non-public-owned economy to absorb labors for employment, thus lighten the burden on the reform of state-owned enterprises, promote the efficiency and improve their international competitive power |
