| Tiivistelmä: | According to the requirements of market economy, the standards for governments' degree of control and influence over state-owned enterprises shouldn't be the scale of state-owned enterprises but their importance. That is to say government should keep a tight control over key enterprises in monopoly industries, which are all important to the national economy and the people's livelihood. Meanwhile, it should completely lift the control over enterprises in competitive industries and let them withdraw from the field of state-owned economy. In competitive industries, not only small state -owned enterprises but also large and medium-sized state-owned enterprises should retreat. It can be concluded that the withdrawal of large and medium-sized enterprises in competitive industries is the further deepening of the reform of state-owned ones. |
