| Tiivistelmä: | Remedying the "market defect" and "market in completeness", and adhering to the socialist economic system are the basis of establishing state-owned economy. We should follow the three principles, that is, mainly conducting "stock" adjustment, making adjustment according to the state's present financial strength and avoiding advancing rashly in adjusting the lay out of state-owned economic sector. In terms of mode of adjustment, we should shift from administrative adjustment to market adjustment, combine the adjustment with the reform and transformation of state-owned enterprises and scientific management, and put in a lot of work in deepening the reforms of social security system and fiscal and monetary system as well as professional training of laid-off workers. |
