| Tiivistelmä: | To successfully accomplish the task of strategic re-organization of state-owned enterprises, we must face up to the restraint of non-public ownership and conduct the necessary reforms in finance and social security. In the course of concrete implementation, we should grasp the functional goal of state-owned economic sector in socialist market economy and enhance its control power. To this end, on one hand, we should ensure that the state-owned sector must be in a dominant position in major industries and key areas that concern the life-blood of the national economy. On the other hand, we should stress the main points and improve the overall quality of state-owned assets through assets re-organization and structural adjustment. |
