| Tiivistelmä: | Issues existing in the SOEs are low efficient and less competitive. The major causes are as follows: the mechanism is not well arranged, and the SOEs have to shoulder over burdens, which includes heavy taxes, high liability rate, lack of capital, too much redundant personnel, short of talents, and irrational operating management. Measures for these are: (1) Put SOEs into sound position. (2) Correctly handle the relations between government and SOEs reform. (3) Establish and fulfil social security system. (4) Properly solve the issues of SOEs' capital. (5) Formulate structural pattern of corporation administration suitable to national situation. |
