| Tiivistelmä: | The first is the orientation of SOEs and state-owned economy. It must be clarified that SOEs are enterprises with special natures. Furthermore, the leading role of state-owned economy based on socialism market economy must be redefined. Secondly, carry out strategic adjustment and restructuring of state-owned economy.
