| Tiivistelmä: | The state-owned enterprises have not walked out of the difficult situation at present. This resulted from four fundamental problems influencing the reform of state-owned enterprises. They are the thought of the strategical adjustment for the state-owned economy; the direction of the reform of the state-owned enterprises; the reform of their property rights and the management pattern of the companies in the establishment of the modern enterprise system in the state-owned enterprises. To solve these problems, an accompanying set of reform measures must be adopted. |
