| Tiivistelmä: | In 1998, the money lost by SOEs amounts to RMB 10.23 billion yuan, which indicates that the reforms for SOEs are not perfect. In other words, there are still a few issues to be resolved. The issues: (1)the definition of State-owned assets is not precise; (2) the functions of state-run capital are not defined clearly; (3) the system regarding management of state-run capital is not standard; (4)issues on safeguarding risks of bad debt of SOEs; and (5) issues concerning identifying social security factors in the state-run capital. |
