| Tiivistelmä: | To deepen the reform of state-owned firms, we should well define the property right relations of state-owned firms, carry out reforms of the firms' asset organization form and business management system. At present state-owned firms are owned by the whole people in name but in reality none holds responsibility. This situation should be changed. Some people and units should undertake clearly-defined responsibilities for the value preservation and increase. State-owned firms should run their business independently, be responsible for their own profits and losses, compete equally. Inferior ones should be eliminated. |
