| Tiivistelmä: | To cure the "chronic illness" which the state-owned enterprises suffer from, there must be a renovation in system, which takes straightening out the relationship of property right as the main task in stead of former policy readjustment with giving enterprises the authority to manage themselves and offering benefits as the main content. Zhongce Group, for example, opened a new way for the enterprises where foreign businessmen have made direct investment in China. Using the method of controlling the shares, the group has grafted and transformed the state-owned enterprises to make them link together or form groups. |
