| Tiivistelmä: | At present, China's building enterprises are not reinvigorated and the order of building market is also undesirable. They are attributed to the backward industrial policy, imperfect system of building market, heavy burden on enterprises and low quality of enterprises as a whole. As a result, large-, medium-sized building enterprises have been in a difficult position for a long time. To find a way out for them, we should adhering to the principle of controlling comprehensively and "treating a disease by looking into both its root cause and symptoms". To do so, we should realize "two shifts" in building industry, establish and perfect social security system to lighten enterprises' social burden, perfect legislation, reorganize the building contingent and strengthen supervision through administrative means and discipline inspection and legal propaganda. |
