| Tiivistelmä: | This paper attempts to improve upon estimates of the tax capitalization rate. It addresses the underidentification problem by using data on rental values to estimate the value of housing services. The methodology yields estimates of the net user cost of housing based upon the housing market, eliminating the need to obtain estimates of the net user cost from financial markets. This methodology, coupled with the utilization of a data set containing variation in effective tax rates without variation in public sector services, mitigates biases associated with spurious correlation between unmeasurable public sector services and tax rates. |
