| Tiivistelmä: | To solve the issues of SOEs must start from the following two aspects: 1.Adjust the structure of SOEs. 2.Thoroughly transform the operational mechanism of enterprises. The key is to solve the three issues: (1)make a clear distinction of the border of equity, and clarify the responsibility, authority and rights of owners and managers, making them symmetrical. 2. Make ordinary competitive and profitable enterprises retreat from share holding position by proliferating stock rights. Eliminate arbitrary intervention of government to enterprises. 3.Ease the restrictions on equity transaction and capital flow. |
