| Tiivistelmä: | In the next 10 years, at least an average of 25 million job opportunities should be created annually in order to realize full employment. In 1998, 7.46 million additional job opportunities were created in China's cities and towns and the registered national unemployment rate in that year was 3.3 percent. The proportion of the laid-off workers to the total workers of the SOEs is about 8 to 10 percent. To resolve the problem of unemployment and reemployment we should make efforts to develop the labor market, deepen the SOE reform to create more job opportunities and maintain certain economic growth rate. |
