Tiivistelmä: | It is shown how information technology is already creating major changes in the political process. The anticipated interactiveness of the individual with the political system forecast by information technology assessments is proceeding. In the coming decades information technology will facilitate more concentration as well as more distribution of power, greater societal cohesion or greater splintering, centralization or decentralization, more democracy or less. It will make governance easier in some ways and more difficult in others. A passive, reactive strategy is no less risky than an active, anticipatory one. More must be learnt about complex system behaviour. |
