| Tiivistelmä: | Several states imposed financial penalties on electric utilities deemed to have "excess capacity". Epple and Zelenitz argue that capacity utilization (CU) in regulated firms is positively related to the allowed rate of return, rendering the penalties counterproductive. The author test this hypothesis on a 22-sample of US private electric utilities over the period 1961-1983. The results generally fail to support the foregoing hypothesis. |
