| Tiivistelmä: | Rent seeking can be divided into two forms: private and public. Public rent seeking is the re-distribution between private interest and government interest. Public rent-seeking usually appears in forms of graft, corruption and bribery, etc. In the process of keeping away corruption and rent-seeking, some countries propose "favorable payment producing honestness", expecting that favorable payment can make officials find no need to hanker after rental. Thereby, the goal of reducing controlling degree will be achieved. However, this method proves effective in some countries, but not in some other countries. |
