| Tiivistelmä: | Environmental issues associated with energy investment are reviewed from the point of view of developing countries. Issues about the measurement of costs and benefits as well as the role of opportunity costs in deciding a country's energy investment strategies are raised. The macroeconomic and institutional issues relevant to environmental impacts that might be incorporated in energy planning are suggested. Issues of "sustainability" and the internalization of externalities resulting from environmental changes are also discussed. |
