Tiivistelmä: | In the face of present circulation system problems in Shanghai, the proposed goods and measures of the system reform should be: reinstated the organization of state- owned enterprises; transfer managerial mechanism and realize a competitive system of multi-structure" and "private run state-enterprises"; put down such pattern that separated sectors of commerce, materials and foreign trade from each others, and carry out unified management inter- penetrately among different sectors. It's also necessary to set up and perfect the market system with focus on cultivating and developing intermediary markets. In addition, setting up regulate-control mechanism of median scope to ensure the above reform and perfect the commercial credit are of the same importance. |
