| Tiivistelmä: | Successive laws since the 1917 Revolution governing the conduct of Soviet state enterprises have always recognized these as being the "cornerstone of the national economy". Yet diametrically opposed notions of the role this "cornerstone" should occupy in the socio-economic system were frequently applied. What is the situation today in the new climate of perestroika? Here, all aspects of the June 30, 1987 law covering state enterprises and unions are examined. It is shown in particular, in which this new law attempts to widen the autonomy of Soviet companies, substituting the control procedures by the forms of monetary incentives. |
