| Tiivistelmä: | The study analyses weak points in the work of the Treuhandanstalt, focusing on the privatization concept. The authors consider that the policy of case-by-case decision making should be replaced by clear provisions governing subsidization and privatization, applicable to all firms, and involving the use of sanctions. It has been shown in the paper that an approach is needed which combines the different advantages of wage and capital subsidies. The advantages of the subsidization strategy proposed in the study are that it is more clearly future-oriented than current practice, as it is more directly aims to achieve production effects. |
