| Tiivistelmä: | This article expound the major barriers in the course of the transform of employment system in the cities through the examine of the job mobility system inside the state-owned enterprises and non-state-owned enterprises. During the period of the Chinese economic transformation, the government and enterprises ends the rights and obligations that are remained by the planned economy with their employees by various means of "buying out". This is the key of the transform of the employment system under the condition of dual labor market. The government should set its foothold of anti-unemployment and reemployment upon designing the system which should be in accordance with the aforementioned goals, but not anxiously seek the unity of the labor market with the constrain of the labor difference in system. |
