| Tiivistelmä: | The Hong Kong-Shenzhen free port area model featuring "two systems and an organic whole" can be explained as follows: In the production field, production is co-ordinated according to the principle of market plus planning to reap the benefits from regional scale. In the circulation field, commodity market, capital market, labour service market are all unified in order to integrate smoothly with the world market. In the financial field, the monetary and financial policies of the two cities are co-ordinated and a unified monetary system and financial market established. In the management field, a multiple-tier co-ordination institution to be authorised by the two local governments can be established through consultation to deal with the various affairs concerning economic activities within this area, starting from the overall interests. |
