| Tiivistelmä: | The author of the article states that: (1) Intergovernmental cooperation is unlikely to work in a European Union of 27. It will become more difficult to reach decisions. (2) Europe has a choice: Either it looks for the very essentials and trims the acquis communautaire accordingly allowing more variety in an enlarged union. Or it develops an institutional arrangement by which national sovereignty is - partly - shifted to the European level. (3) The condition for an intensified political integration is that the democratic deficit must be overcome. (4) If both solutions cannot be implemented, the authors have to take into account a speculative scenario of Stagno-Europe. |
