| Tiivistelmä: | At present, the source of funds for cities' infrastructure construction still mainly come from the financial appropriation with strong color of planned economy. In utilizing foreign investment in this field, some of the barriers come from the Chinese side. China is used to taking the model that foreign businessmen come to China to invest for running factories with all risks borne by them and the Chinese side only gives them preferential policies. There are different opinions on how to utilize foreign investment on the Chinese side. The government is unwilling to run into debt. In the future, the basic trends of China's foreign investment policy should be to give foreign businessmen "national treatment" gradually. |
