| Tiivistelmä: | During the Ninth Five-Year plan period, the implementation principle of the reform of state-owned enterprises is to establish the management and business systems of state-owned assets at different levels. The different levels refer to the owners of state-owned assets, their supervision and management organizations, and the intermediary institutions. According to the real scale of enterprises, the assets stock should be classified and reorganized. Stress should be placed on enhancing enterprise' vitality and improving their quality. The measures of operation are to classify property right relations, reform enterprises' systems, reorganize liabilities, resettle the laid-off workers, separate the social function from enterprises' functions and establish special statistics system of state-owned economy and assets. |
