| Tiivistelmä: | Bulgaria's outgoing government of "non-partisan technocrats", led by 68-year-old Lyuben Berov from December 1992 until last month, not only proved remarkably long lived for an administration that never commanded a natural parliamentary majority. It also managed to achieve a surprising amount in its final few months. Whether or not Bulgaria's political parties now settle for another transitional administration or opt for fresh elections this autumn, a year ahead of the scheduled date, these accomplishments should stand Bulgaria in good stead in the months ahead. |
