Tiivistelmä:This article studies the lack of basic skills among the 16-25 year old workforce in Northern Ireland. The study is based on an employer survey examining labour market shortages of small and medium-sized enterprizes operating in the field of service industries. The findings of the study reveal that employers tend to emphasize attitude, communication and motivation skills more than literacy or numeracy skills. It was also found that most employers who took part in the survey regarded the basic skills of 16-25 year olds average or poor and, despite several ongoing basic skills accreditation schemes in Northern Ireland, they held insufficient basic skills training in schools responsible for this. In conclusion the paper highlights the need to reassess the effectiveness of existing basic skills programmes.
