| Tiivistelmä: | By granting legal independence to University Clinics, the Federal States are conferring fundamental entrepreneurial status on these institutions, thereby eliminating previous disadvantages regarding speed of decision making and need for independent action. The division of tasks between Super- visory Board and Board of Directors leaves a grey area be- tween authority to act and responsibility for results which is currently undefined. The creation of incentive-based structures and continued regard for the concepts of control- ling will be essential for financial success. Control mecha- nisms in the areas of research and education must be based on a clear, objective and transparent performance criteria. This means the scientific institutions will be forced more than ever to document the services they provide |
