Tiivistelmä:Surplus labour in the public sector is a characteristic of many developing countries. Consistently with theories of rent seeking behaviour, public sector surplus labour is outlined in this paper as the consequence of lobbying from more high-wage and high-rent employment. After presenting an evidence of such surplus labour, a public choice theory is used to explain the phenomenon, and a model is introduced of a segmented labour market with endogenous government hiring in response to unemployment. It is followed by a simple computable general equilibrium model to show how this can give rise to dynamic social costs and to quantify them.
