| Tiivistelmä: | Decentralization in public decision-making as the possibility for local authorities to sign incentive contracts with local agents in a context of asymmetric information is studied in the paper. To start with, some theoretical arguments are reviewed. Then , a model of organization of incentive policy in the EU context is presented. In the EU, national authorities have better information on the agents but have less bargaining power than central authorities at the community level. Complementaries btw. both levels of regulation are shown. |
