| Tiivistelmä: | A review is presented on how the recent decision to have multilateral negotiations on services came about. The text of the decision is analyzed. Origins of the debate are outlined. The role of the GATT and the UNCTAD is highlighted. The mandate of these institutions is examined. The interests of the main proponents of the negotiations are discussed. Negotiating positions are evaluated. Actions of the concerned countries are described. The economic issues involved in international negotiations on trade and services are identified. Important contributions producer services make to the development process are listed. Suggestions for further development are summarized. |
