| Tiivistelmä: | The size and scope of the claims by the Commission of the European Community raise the question of whether the dumping margins that it has announced are real or merely an artifact of the Commission's method of calculating such margins. It is concluded that the anti-dumping methodology is strongly biased against exporters to this market. If there is dumping the methodology over-estimates the dumping margin by a large amount, and it also detects dumping where no dumping has occurred. This conclusion appears to contradict the fact that the methodology has been tested in another institution, the European Court of Justice, and has been found acceptable. |
