Tiivistelmä:Changes in climate magnify the likelihood of so-called natural disasters. The question is how to design policy. This substantive question is addressed in terms of an economic approach. From an economic standpoint, the best approach is to apply cost-benefit thinking, even if all costs and benefits cannot be, and may never be, assessed quantitatively. The essential trade-off is between doing nothing now, which obviously involves little current cost but may incur greater future costs in terms of reducing vulnerability and modifying effects, and investing heavily in greenhouse gas emission reduction, or in sustainable management of tropical forests, in order to avoid the anticipated future costs.
