On one flank he has the international financils institutions and other big official foreign lenders, such as Germany, the US and the European Union. He is crucially dependent upon their help, and especially that of the International Monetary Fund and the Wolrd Bank, in order to eke out Ukraine's desperate shortage of hard currency financing to pay for Russian oil and gas and other vital imports. |
