Tiivistelmä:Using the Green Revolution in Indian agriculture as empirical basis, it is argued that the technological change inherent in the Revolution could be best understood as a problem solving activity. The Green Revolution showed that the actions undertaken by various actors concerned with it were a clear response to a specific problem that was recognized and identified, and for which a specific plan of action was implemented. Technological change as problem solving is supposed to be a powerful heuristic for strategic technological planning.
