| Tiivistelmä: | The particularity of agricultural industry is analyzed. Lower agricultural comparative interest is decided by agriculture's particularity. Therefore, the rigidity of lower agricultural comparative interest decides the objective necessity of the government investing in agriculture. According to China's special conditions, the author puts forward following 5 measures, such as increasing the proportion of the government investing in agriculture, clearing investing focal point between central finance and local one, adjusting rural financial policies, implementing policies for protecting agriculture and setting up and perfecting agricultural laws. |
