| Tiivistelmä: | Prior to privatization and price liberalization, agricultural production and marketing activities in Kazakhstan were performed exclusively by state-owned enterprises (SOEs) and decision making was based on a command economy. Implementing a formal privatization program for the agricultural sector was complicated by the structure of farming and agribusiness during the Soviet era. Farms were large, multi-product operations and and agribusinesses tended to be monopolistic entities that responded to state orders to support the production of the large farms. |
